The State Duma adopted a law on compulsory insurance of taxi passengers

State Duma deputies adopted immediately in the second and third readings lawwhich extends to passenger taxis the effect of the norm on compulsory insurance of the carrier’s civil liability for causing harm to the life, health or property of passengers.

This bill was submitted to the State Duma by a group of deputies back in March 2018 and passed the first reading in October of the same year. The authors of the bill noted then that passenger taxis remain the only mode of transport that does not fall under the law on compulsory insurance of civil liability of the carrier. An injured taxi passenger can only count on compensation in the amount of up to 500,000 rubles. under the OSAGO agreement, it was said in the explanatory note to the document. At the same time, the bus passenger who got into an accident will receive 2 million rubles, the authors of the project drew attention.

As specified in the law adopted today, a compulsory insurance contract is concluded with the carrier in respect of each vehicle, information about which is included in the regional register of passenger taxis.

The law will enter into force on September 1, 2024. Legal entities and individuals, as well as individual entrepreneurs who have received permission to carry out activities for the transportation of passengers and luggage by passenger taxis, will be required to conclude a contract of compulsory civil liability insurance of the carrier within 60 days.

How wrote Earlier, Vedomosti, payments by insurers under OSAGO contracts for passenger taxis, issued from 2018 to 2020, amounted to just over 8 billion rubles. – this exceeds the received premiums by more than 1.5 billion rubles. Under the policies issued in 2021, payments, although not by much, nevertheless exceeded the fees and, on average, remained at the level of 4.1 billion rubles.

The average amount of payment for an insured event due to the fault of a taxi last year exceeded 74,000 rubles. The average payment for damage caused to property amounted to 73,642 rubles, life and health – 131,957 rubles.
