The Prosecutor General’s Office of Russia reported on the identified violations in the development of the BAM and the Trans-Siberian Railway (Baikal-Amur and Trans-Siberian Railways). According to the agency, the first part of the highway development project has not been completed to the end, and there is also a delay from the schedule for the second stage.
“We are in danger of disrupting the implementation of the Trans-Siberian in seven days project. As far as we know, the situation has not changed significantly since the start of this project and to this day,” said Ekaterina Peresypkina, a representative of the Prosecutor General’s Office (quoted by the Prime agency).
According to her, among the identified violations are the delay in the timing of project documentation, the provision of low-quality project documentation, unreasonable changes in design decisions, and the provision of false commercial offers.
Only in 2022, at three project sites, an overestimation of the cost by a billion rubles was revealed – the price was reduced after the intervention of the prosecutor’s office, Ms. Peresypkina explained.
The development of BAM and the Trans-Siberian Railway is the largest infrastructure project in Russia. The goal of the project is to increase the annual throughput and carrying capacity of the BAM and the Trans-Siberian Railway to 180 million tons by 2024.
