The Marine Terminal of the Caspian Pipeline Consortium (CPC) is selecting a contractor to repair two berthing oil loading facilities (VPU-1 and VPU-2). Their work was stopped the day before, 22 August. Currently, CPC has only one mooring device.
The consortium said that the repair of VPU-1 and VPU-2 will take a month “subject to full readiness for the start of work” – a contract concluded with the contractor, as well as the presence of “the necessary forces and means.” The company clarified that the timing may be adjusted depending on “objective circumstances”, including due to the weather. Russian and foreign companies are involved in the selection of the contractor, CPC did not provide other details.
The consortium also wants to reschedule oil shipments in order to survey TLU-3. The CPC explained that the third device “works in intensive mode.” “There are breaks in shipping only at night, when diving operations are not possible. We are in dialogue with shippers to move tanker positions and create a day window for diving trips. We hope that the examination will be carried out until August 26, inclusive,” said the CPC representative (quoted from “Interfax”).
CPC is the main export route for Kazakhstani oil, the pumping plan for this year is 67 million tons. According to Kommersant, taking into account all the necessary procedures for selecting a contractor and the imminent start of the storm season, work on the restoration of oil loading devices may be delayed until spring. In this case, deliveries of Kazakh oil to the world market via CPC may fall by 15 million tons.
