The Ministry of Transport of Russia does not see the need to create a reserve fund for assistance in case of bankruptcy of airlines. This was announced by the ministry.
The department is not working to create a reserve fund, and information about the ideas of levying additional fees from passengers in order to fill this fund is not true, the Ministry of Transport emphasized.
“Currently, there are no conditions that could worsen the economic situation of carriers. In this regard, there are no reasons to create such a fund now,” the Ministry of Transport specified. They also noted that the ministry and the Federal Air Transport Agency monitor the financial condition of airlines.
At the same time, the department added that Russian airlines opposed the creation of such a fund. “This does not correspond to the main tasks of the industry – namely, increasing the availability of air transport services for the population,” the ministry said.
On July 5, the Kommersant newspaper, citing sources, wrote that the Ministry of Transport had returned to discussing the idea of creating a reserve fund to support passengers in case of bankruptcy of airlines. It was clarified that in June the department notified the airlines about the development of the idea of creating a “national system of mutual settlements in air transport”, the operator of which will be JSC Aviagarant, registered in the summer of 2021. The newspaper reported that it is proposed to introduce a fee from passengers when issuing a ticket, the funds received will be sent to the fund.
