The Ministry of Transport is developing a draft law on the introduction of a unified automated system for weight and size control of heavy trucks. This is stated in the response of the department to a request from the head of the Federation Council Committee on Economic Policy Andrei Kutepov, reports TASS with a link to the document.
The senator complained that, according to the Accounts Chamber, as of February 1, 2022, out of 439 weight and size control points, 219 (51%) were not functioning, and 157 (58%) out of 270 automatic weight and size control points were not functioning. According to Mr. Kutepov, due to the lack of employees of Rostransnadzor and non-functioning points of weight and size control, “every tenth truck drives with a violation of permissible loads.”
“The Ministry of Transport of Russia is preparing a draft federal law that provides for the consolidation in the legislation of the provisions on a unified automated system of weight and size control, which includes: weight and size parameters,” Deputy Minister Andrei Kostyuk said in a response.
According to the document, the Ministry of Transport considers the installation of automatic control points a priority for controlling the movement of heavy and large vehicles. It is assumed that this will help organize the control of the entire traffic flow, as well as ensure the fixation of weight and size parameters without reducing the speed of vehicles. “And the amount of fines established by the Code of Administrative Offenses will encourage owners to comply with the law in this area,” the ministry added.
Earlier, the Ministry of Transport proposed to establish preferential tariffs for the future transportation of goods by unmanned trucks along the M-11 highway, and to subsidize the revenue lost because of this to the operator of such flights from the budget. The department expected that a tariff 10% below the market average would be attractive to shippers and encourage them to use “highly automated vehicles.”
