Deputy Minister of Transport Igor Chalik said that private airlines have the same conditions for purchasing aircraft from foreign lessors as Aeroflot. According to him, the airlines and NLK Finance (part of the NSK insurance company) are currently working on an agreement with Aeroflot. At the beginning of October, Kommersant reported that Ural Airlines and iFly were unable to re-register the aircraft of foreign lessors into Russian ownership due to the lack of an agreement with the future owner of the aircraft, NLK Finance.
“Yes, absolutely the same,” said Igor Chalik, answering a journalist’s question about whether private companies are provided with the same conditions as Aeroflot (quote from TASS). “Each airline sees its own version (of the text of the agreement.— ”b”). We say: there is a single text, it suited Aeroflot,” added Mr. Chalik.
Currently, only Aeroflot has successfully converted aircraft from foreign lessors into Russian ownership before the expiration of the relevant licenses from the US Treasury Department’s Office of Foreign Assets Control (OFAC). According to Kommersant, Ural Airlines and iFly were unable to do this due to the lack of an agreement with NLK Finance, controlled by the Federal Air Transport Agency. The OFAC licenses expired at the end of September. The lessor of Ural Airlines was able to agree with the US Treasury on extending until October 31 permission to transfer funds as part of the insurance settlement. iFly is in the process of extending its deadlines.
