Deputy head of the Ministry of Industry and Trade Viktor Yevtukhov said that the department “conceptually” supported the initiative of Senator Andrey Klishas to legalize online sales of alcohol in the Russian Federation. He noted that at the same time it is important to “build up control” of such activities, but it is “not so difficult” to ensure this.
“Now there is another draft law introduced by Senator Klishas, which proposes to legalize the sale of all alcoholic products remotely in principle, as well as to involve an expanded number of participants in this activity, in particular, online stores and aggregators of information about goods and services,” said Deputy Minister in an interview with TASS.
According to him, the Ministry of Industry and Trade also supports the launch of an experiment on the online sale of Russian wine through the Russian Post. Mr. Yevtukhov specified that the Ministry of Finance had prepared the relevant bills, and they were submitted to the government, but no decision has been made yet. “But we in the Ministry of Industry and Trade, for our part, supported this process, we agreed on the relevant bills,” added the deputy head of the ministry.
Mr. Klishas directed the project on the legalization of the sale of alcohol on the Internet in June. It is assumed that certain companies will be able to sell alcohol online. The buyer will have to confirm his age through the state system, as well as using a QR code already at the time of the transfer of alcohol. As part of the initiative, a separate register of websites of companies that can sell alcohol online will be created. To get on this list, those who wish will be required to pay a state duty. In the same month, the State Duma removed from consideration draft law on the online sale of wine through the Russian Post.
