The Ministry of Industry and Trade proposed to soften the rules for the return of subsidies during import substitution

Import substitution participants who did not fulfill the plans stated in the program due to sanctions may be allowed not to return the subsidies paid to them. This should from the draft government decree on concessions for residents of industrial clusters, initiated by the Ministry of Industry and Trade.

The initiator of the relaxations was the Ministry of Industry and Trade. The agency proposed to stop without consequences budget support for enterprises that have already organized the production of import-substituting products and have documented the impossibility of achieving planned indicators due to sanctions.

Such enterprises may be allowed to replace production and sales targets. For example, it was proposed to include in the program, after the conclusion of an additional agreement, a target number of jobs created.

Subsidizing projects under the import substitution program launched in Russia in 2016. Initially, enterprises received compensation for up to 30% of expenses (no more than 300 million rubles) for the implementation of the project. In 2023, new conditions were introduced. Now investors can be reimbursed up to 50% of the costs of purchasing initial batches of components produced by other cluster participants. The maximum subsidy amount is RUB 150 million. If the stated plans are not fulfilled, the enterprise must return the funds received from the budget to the state.
