The Ministry of Industry and Trade proposes to adjust or cancel the export surcharge of 8% to the Russian Railways railway tariff for metallurgists in order to reduce the transport component in the cost of the final product. According to the document, the ministry is also in favor of providing metallurgical enterprises with discounts to the railway tariff for transportation in containers and proposes to return the “inflation minus” principle when indexing this tariff. The project explains that from 2022, metallurgists “are forced to rebuild their own logistics chains in an easterly direction,” which leads to higher costs due to an increase in the transport shoulder.
