The Ministry of Industry and Trade introduces a point system for printers and ATMs – Kommersant

On June 16, the Ministry of Industry and Trade published for public discussion on regulation.gov.ru draft resolution, which, through amendments to the 719th government decree, introduces a point system for determining the “domesticity” of printing equipment (printers, MFPs, etc.), ATMs and devices for determining the authenticity of banknotes (OEM validators). The public comment end date is July 6th. The norm should come into force two months after its adoption.

The explanatory note to the document says that its adoption will allow “to preserve the industry’s competence in the development and production of radio-electronic products, stimulate the export of radio-electronic products and consumables, increase annually the share of the presence of radio-electronic products in the domestic market,” etc.

The introduction of a point system for these categories of equipment suggests that in order to be recognized as domestic and included in the register of radio electronics, the presence in which gives manufacturers preferences in the public procurement market, manufacturers must fulfill a number of requirements. Among them, according to the document, the manufacturer has the rights to design and technological documentation, the rights to embedded software, exclusive rights to a trademark, the presence in the country of service centers for servicing equipment, its own or contract production base, etc. In this case, the use of a Russian processor in technology is not mandatory.

In addition, the manufacturing company must perform a number of technological operations in the country during the production of equipment: mounting ECB modules and elements on the board, etc. For the fulfillment of each of the conditions, the company receives points, having scored a certain number of which, it can apply for inclusion in the corresponding register.

The explanatory note to the bill lists Russian manufacturers of printed materials: Katyusha Print LLC, Beshtau Group of Companies, F-Plus Equipment and Development LLC, New IT Project LLC, Kraftway Corporation PLS LLC, PK Aquarius LLC and OOO LNPO Positron.

Recall that in the spring of this year, the initiative caused controversy among the electronics market participants. In particular, the Consortium “Printing Technologies” (ANO KTP, it includes the manufacturer of printing equipment “Katyusha Print”, design centers “Baikal Electronics”, SPC “Elvis”, etc.) sent a letter to the Ministry of Industry and Trade, in which he opposed refusal of the mandatory use of the Russian processor. The companies feared that foreign manufacturers, using a point system, would increase their presence in the Russian market by organizing SKD equipment assembly at the sites of Russian partners (see. “Kommersant” dated April 20).
