The Ministry of Industry and Trade published an updated scroll cars with an average cost of 10 million rubles, which are subject to an increased transport tax. The list now includes 517 models—almost 70 more than in 2023.

In 2024, the list was replenished with Chinese brands Voyah, HiPhi and Hongqi, as well as models Aurus, Genesis, Cadillac, Chevrolet, Audi, Aston Martin, Bentley, BMW, Bugatti, Ferrari, Jaguar, Jeep, Lamborghini, Land Rover, Lotus. The list includes 295 cars costing from 10 million and 222 cars costing from 15 million.

A tax on premium car brands, or “luxury tax,” has existed since 2014. It is calculated using a certain formula: the standard transport duty is multiplied by a special coefficient. The coefficient is calculated individually for each car.

Previously, vehicles over 3 million rubles were classified as premium, but in March 2022, the State Duma approved amendments to the Tax Code, according to which the minimum cost increased to 10 million rubles. The corresponding decision became one of the anti-crisis measures to support the population in the context of sanctions against Russia.
