The Ministry of Industry and Trade has extended the public discussion of the parameters of the “sovereign wind turbines (WPP)” technology until July 6, follows from updated data on gisp.gov.ru. The application was placed on June 23, the discussion on the regulations will last ten days, Kommersant was told in the Ministry of Industry and Trade. They have already received “a number of comments that are being worked out.” After the hearings, the technology will be added to the list of modern technologies and a competition will be held among investors to conclude a special investment contract (SPIC 2.0) to launch the production of equipment for wind turbines in the Russian Federation.
The Ministry of Industry and Trade confirmed to Kommersant that the applicant for SPIK 2.0 is obliged to launch mass production in the Russian Federation of only nacelles, blades and hubs. The localization of generators and wind turbine control systems “is optional, given the different options for the technological readiness of organizations,” the ministry explains.
When asked by Kommersant about protection measures in the event that a foreign vendor leaves the Russian Federation, the Ministry of Industry and Trade said that the investor should be able to make constructive changes to the wind turbine: “This implies the ability to master their own technologies based on the main technology that can be provided by a foreign vendor” .
Novavind (part of Rosatom), Aleksey Mordashov’s Silmash with the Chinese Harbin Electric and Fortum (controlled by the Finnish Fortum), which is under the control of the Federal Property Management Agency, in partnership with the Chinese Dongfang Electric, can apply for the conclusion of the SPIC 2.0.
