The cost of paid medical services of state institutions may include the costs of providing similar services under compulsory medical insurance policies (CHI). With such a proposal, the Ministry of Health turned to the Deputy Prime Minister of Russia, Tatyana Golikova. Vedomosti got acquainted with its copy. The representative of the government refused to comment on the “internal correspondence”, the same was done in Golikova’s office. A request to the Ministry of Health remained unanswered. The authenticity of the document was confirmed by a source close to the ministry.
According to Ilya Shilkrot, president of the National Association of Non-Governmental Medical Organizations, the regulator’s initiative is due to the fact that state medical organizations use compulsory medical insurance funds to cover the cost of providing paid services (for example, in terms of equipment maintenance), thereby underestimating the cost of the latter. The proposed scheme is similar to the practice of cross-subsidization in the field of medical care, explained Sergey Shulyak, CEO of DSM Group.
