The explanatory note of the Ministry of Finance notes that the expansion of alcohol imports from the Transcaucasus is necessary “in the context of external sanctions pressure from unfriendly countries.” They added that after the introduction of EU anti-Russian sanctions, “the importance of the channel for the import of alcoholic products” from this region has increased significantly.
At the same time, a number of problems hinder this. In particular, we are talking about the section of the Upper Lars-Kazbegi border, which operates “in a mode of increased load and often closes” due to the weather. In addition, there is a risk of difficulties associated with transport links with Georgia, due to the idea of the country’s authorities “on the revision of foreign economic relations with the Russian Federation.” In this case, alcohol will have to be imported from Iran and Turkey.
The development of transportation across the Caspian Sea will allow maintaining the channel for importing alcohol from the countries of the Caucasus and reducing logistics costs, the Ministry of Finance noted.
