Ministry of Finance developed a draft order that proposes to limit the maximum content of ethyl alcohol in ice cream and frozen desserts. According to the document, the strength of alcoholic ice cream should not exceed 1.2%, similar to kvass.
As indicated by the Ministry of Finance, now the strength of frozen desserts can reach 7–10%, as in low-alcohol drinks. At the same time, the distribution of ice cream containing ethyl alcohol is not limited, since it is included in the list of exception goods and is not subject to the law on regulation of the alcohol market. “As a result, alcoholic ice cream can be freely sold in parks and near children’s institutions. There are no restrictions prohibiting the sale of such desserts to children and adolescents,” the ministry emphasized.

The reason was the plans of local companies to open tents in the region for street sale of ice cream with alcoholic strength from 1.5% to 6%.
