The Russian Ministry of Finance supports the expansion of the experiment on the online sale of Russian wine, provided that existing restrictions on the sale of alcohol are effectively administered, told Deputy Finance Minister Alexei Sazanov to the Russia-24 TV channel at the Russian Wine Forum.
“Russian Post undertakes that these requirements (the current restrictions on the age and time of sale of alcohol) will be observed … If we see that this is effectively administered, we will be ready to expand the experiment on other aggregators, as well as increase the number of its participants “, he said.
The Deputy Minister also stressed that online sales will not increase the volume of alcohol consumption in the country, there will only be a redistribution between traditional sales channels and online.
In August of this year, the Ministry of Finance proposed starting from January 1 next year to launch an experiment on the online retail sale of alcohol, 100% produced from grapes grown in Russia. In addition to Moscow and the Moscow region, the ministry proposed to conduct an experiment in Mordovia. Late start of the experiment moved March 31, 2023 Last week Izvestia figured outthat in Moscow and the region the experiment will take place from November 1, 2023 to July 31, 2026.
Wine will be sold through the Russian Post: it will be entrusted with the functions of the owner of the aggregator of information about goods, respectively, sales will go through it. Retailers with the right to sell alcohol will sell their products on the basis of contracts with the Post. The list of sellers participating in the experiment will be determined by the government. Delivery of orders will be carried out by Russian Post to the specified address or branch, no earlier than 24 hours later, and upon receipt of the goods, a passport will be required to confirm the age of majority.
