The Department of Energy has proposed to simplify the procedure for granting subsidies for the construction of cryogenic filling stations that allow cars to be filled with liquefied natural gas (LNG). The ministry also proposes to start subsidizing the small-tonnage LNG plants necessary for their operation. We got acquainted with the draft resolution Vedomosti.

It follows from the text that investors who build separate cryogenic filling stations, and not just complex projects to create filling infrastructure, will be able to apply for a subsidy from the federal budget. The possibility of obtaining subsidies will also appear in projects for the construction of related cryo filling stations, namely small-scale LNG plants. However, subsidies for state and municipal institutions implementing such projects are not provided.

The new edition also defines the maximum amount of subsidies. The limit for cryogenic filling stations in 2023 is proposed to be set at the level of 60-70 million rubles. (depending on the use of localized equipment), in 2024 – 30-60 million rubles, in 2025 – 20-50 million rubles. For small-tonnage LNG plants, it is proposed to limit the amount of subsidies depending on the productivity and degree of localization. This year it will amount to 110-150 million rubles, in 2024 – 90-150 million rubles, in 2025 – 70-150 million rubles. As specified in the Ministry of Energy, the maximum amount of subsidies is defined as a third of the costs of investors for the implementation of projects for the construction of LNG refueling facilities.

On preparations for the launch of a program to subsidize the construction of cryogenic filling stations at the end of March informed Deputy Energy Minister Pavel Sorokin. He pointed out that 700 million rubles were allocated for these purposes, but in the future the subsidy will increase. According to Mr. Sorokin, LNG consumption by trucks (the main consumers of LNG as a motor fuel) may reach 4-5 million tons per year.
