The Ministry of Digital Development proposed to transfer to a special account the money that Russian video and music platforms, as well as e-book services transfer as a reward to authors-foreign agents who were previously held accountable for fakes about the Russian Armed Forces. The agency also proposes to ban advertisers from such authors from placing ads. This was announced by the head of the Ministry of Digital Development Maksut Shadayev.
“Deductions that Russian audiovisual platforms pay for playback will be credited to special accounts. It is proposed to take such a decision on foreign agents who have already been brought to administrative responsibility for fakes about the actions of the Armed Forces of the Russian Federation,” Maksut Shadayev told reporters at the St. Petersburg Economic Forum (SPIEF) (quote from “Interfax”).
Mr. Shadayev noted that the issuing companies have different agreements with the authors. According to him, at first the deductions will be frozen on a special account, and then the companies will show what part of the money they planned to transfer to foreign agents.
Maksut Shadayev added that advertisers may also be banned from placing ads with authors who are foreign agents with administrative penalties under the article on fakes about the RF Armed Forces. He did not provide details.
