The Ministry of Digital Development proposed blocking websites with information about methods to bypass blocking

The Ministry of Digital Development has prepared a draft resolution, according to which Roskomnadzor will have the right to block sites with information on how to bypass blocking. Document was published on September 1 on the portal of draft legal acts.

In July, the State Duma Committee on Information Policy approved amendments according to which websites or domains with information on how to bypass blocking will be entered into the Unified Register of Prohibited Information of Roskomnadzor.

The amendments were drafted by United Russia MP Anton Gorelkin. According to him words, amendments to the law introduce a rule on the prohibition of advertising ways to bypass blocking. Mr. Gorelkin argued that they do not imply a ban on VPN services in Russia.

The amendments were introduced for the second reading of the bill on limiting the share of foreign ownership of a news aggregator in Russia. The document passed the first reading in 2018. July 25, 2023 accepted in the second reading, on July 26 – in the third, then it was approved by the Federation Council. President Vladimir Putin signed this law on 31 July.
