The Russian Ministry of Digital Development has prepared project government decree according to which IT companies with foreign control will not be able to obtain accreditation. Other proposed changes include the introduction of benefits for companies from new regions, the abolition of the criterion for checking the share of income from IT activities, and others.

“It is planned to introduce a criterion for checking the presence of foreign participation in a company. The share of foreigners should not be more than 50%. This change will come into force on August 1, 2025,” the ministry’s press service said in a statement. Telegram channel.

The Ministry of Digital Development also proposes to abolish the criterion for checking the share of income from IT activities for small technology companies created less than three years ago. IT companies from the DPR, LPR, Zaporozhye and Kherson regions will be able to receive accreditation until July 1, 2025, regardless of the average monthly payment to employees.

Applications for the annual accreditation confirmation procedure will be accepted only in electronic form through Gosuslugi. It is proposed to check wage levels for two quarters instead of five. Most of the changes will come into force on May 1, 2024, the ministry said in a statement.

In February, Kommersant wrote that the Ministry of Digital Development plans to change the rules for including enterprises in the register of accredited IT companies so as not to allow foreign structures into it. Now the registry includes subsidiaries of Huawei, Samsung and others.
