The Ministry of Agriculture proposed a pre-trial blocking of sites selling vapes

The Ministry of Agriculture has developed a draft law on pre-trial blocking of online sites for the sale of electronic cigarettes. The Ministry of Industry and Trade has conceptually supported the initiative, but proposes to provide for the possibility of blocking individual web pages of suppliers if they place ads on marketplace sites. The online sale of electronic cigarettes is prohibited in Russia.

Ministry of Agriculture reported RBCthat sent the bill to the departments concerned. The Ministry of Industry and Trade and the Ministry of Economy reported that they had received the document. The Ministry of Agriculture believes that the mechanism of pre-trial blocking of pages turned out to be effective for the alcohol market.

Amendments can be made to the law “On Information, Information Technologies and Information Protection”. They will affect the remote sale of tobacco and nicotine-containing products, which in Russian law means electronic cigarettes and other electronic nicotine delivery systems with a maximum nicotine content in a liquid or solution of 20 mg/ml. Their sale on online platforms is prohibited by the law “On protecting the health of citizens from the effects of second hand tobacco smoke and the consequences of tobacco consumption.”

In January, State Duma Speaker Vyacheslav Volodin instructed relevant committees to study the issue of a possible ban on vapes. Then the State Duma in the second and third reading adopted a law on increasing excise taxes on cigarettes and cigarettes, tobacco for heating and liquids for vapes. At the same time, the excise tax on vapes is canceled by the document. Rospotrebnadzor conceptually supported Volodin’s proposal.
