The Ministry of Agriculture refused the proposal of the Association of Beer Producers to allocate 9.5 billion rubles. to increase hop production volumes. Instead of developing such a program for hop growing, the department suggested that market participants invest more actively in the production of the raw materials they need. The press service of the Ministry of Agriculture told RBC that the department does not plan to develop such a program or include hop growing in the state program for agricultural development. According to the publication, the department believes that existing measures to support hop growing are sufficient, and the largest beer producers should “take direct part in financing the establishment of hop fields to meet the needs of their production programs.”
The APP, which also includes Baltika, AB InBev Efes and Heineken United Breweries, submitted a request to the Ministry of Agriculture in August. Beer producers argued the proposal by the fact that they are now forced to import almost all hops for production, and by the fact that in Russia there is currently no equipment for the development of hop growing. According to Rosstat, Russian-produced hops account for 4.7% of the industry’s needs. The volume of imports at the end of 2022 increased by 9.9% compared to 2021.
