The Ministry for the Development of the Far East has determined the parameters of the international territory of advanced development

The Ministry for the Development of the Far East has prepared a package of bills that defines the parameters of new preferential regimes – international territories of advanced development (ITOR), writes “Kommersant”.

ASEZs are special economic zones, for residents of which there are various administrative preferences and tax benefits, including income tax, land and property.

The head of department Alexei Chekunkov announced the emergence of a new type of TOP in September last year at the Eastern Economic Forum. According to him, the creation of the MTOR will simplify the movement of goods and labor between friendly countries, allow settlements in national currencies, and also ensure the protection of investments.

The MTOR will be created on the basis of a decision of the Russian government or an international treaty, while both Russian and foreign legislation will be applied on their territory. As the publication notes, this applies, among other things, to the construction and industrial standards of the technology supplier country. A new company that plans to invest at least 500 million rubles can become a resident of an international TOP, as well as a regular one, but it must start producing only high-tech products. The list of such products will be determined by the government. At the same time, the procedure for maintaining the register of MTOR residents provides for the closure of public access to information to protect investors from sanctions.

The Ministry for the Development of the Russian Far East proposed to make the preferential regime in the MTOR similar to the one in force in the Kuril Islands, which includes exemption for 20 years from taxes on income and property, on transport and land, as well as a reduction in insurance premium rates from 30% to 7.6%. It also offers the possibility of creating a free customs zone.

According to the Ministry for the Development of the Far East, by 2023, 30 billion rubles will be attracted to projects on the territory of the MTOR. investments, and the estimated growth of the region’s GDP with MTOR can be 38.3 billion rubles. As the newspaper notes, the idea of ​​international TOPs was discussed with Belarus, Kazakhstan, Mongolia, China, India and Vietnam.
