State Duma Council intends to reject bill about a single digital advertising operator, sources say Vedomosti and confirm the sources of “Kommersant”.
One of Vedomosti’s interlocutors said that the initiative was ordered “to be brought to the second reading as soon as possible in order to reject it.” According to another source in the State Duma, the committee on economic policy will first make recommendations to the lower house. Then the bill will be rejected at a meeting on November 8 or 9.
The bill was submitted to the State Duma in July by United Russia deputy Artem Kiryanov. It provides that the management and control of all advertising screens and classifieds will be carried out by a single operator. Advertisers, advertising distributors and operators of advertising systems must provide the service with data on online advertising within 20 days from the date of its appearance on the network.
The initiative was criticized by the Federal Antimonopoly Service, the Union of Outdoor Advertising Operators and the head of the Ministry of Digital Development Maksut Shadayev due to the monopolization of the advertising market. Participants in the Internet advertising market believe that the law will lead to the disruption of business processes and a sharp increase in the cost of document management.
