During her general policy speech on July 6, the Prime Minister, Elisabeth Borne, had promised ” radical responses to the climate emergency ». After a summer marked by cascading climatic disasters (heat wave, drought, fires, violent storms, etc.), a “extensive consultation” should be launched in September to lead to a new energy-climate orientation law. But the step is high. In its annual report, published at the end of June, the High Council for the Climate (HCC) called on the government to ” startle ” to meet its climate commitments.
In the short term, the European Green Deal imposes “unprecedented acceleration” reduction of greenhouse gas emissions, estimates the HCC: the annual rate will have to double, to reach -4.7% per year on average over the period 2022-2030. The Member States of the Union must indeed reduce their emissions no longer by 40% but by 50% by 2030 compared to 1990 levels. An objective which will force the government, condemned by the Council of State for its climate “inaction”, to redouble its efforts.
The new energy-climate law must set reduction targets sector by sector and territory by territory, with resource allocations. Among the most polluting, transport, responsible for 30% of national emissions. Then come agriculture and industry (19% each), construction (18%) and energy (11%). A last sector in which appear at the top of the pile, in this new school year, the measures of the sobriety plan as well as the bill for the acceleration of renewable energies.
Reduce energy consumption by 10% compared to 2019
On the energy saving side, where expectations are huge, because also in connection with the risks of power cuts this winter, the executive promises a “extensive sobriety plan” for September. A roadmap supposed to succeed after the implementation of several working groups with various sectors of activity, such as housing, digital, supermarkets. The objective is to identify the levers and tools aimed at reducing energy consumption by 10% within two years compared to that recorded in 2019. “Several decrees, currently at the Council of State, are also in the process of being finalized”says the Ministry of Energy Transition. One of them should in particular concern the obligation which will be made to commercial surfaces to close their doors when they air-condition or heat their space.
