The Ministry of Industry and Trade will provide KamAZ with a subsidy for the production of a new dump truck with a cab from the K5 line (based on the Daimler cab), despite the fact that the manufacturer will not be able to assemble these vehicles. The dump truck was supposed to get on the conveyor at the beginning of 2022, and the production volume to receive a subsidy of 700 million rubles. was supposed to be 300 cars. Officials point out that plans are being pushed back to 2023 due to the company being “hit” by sanctions. At the same time, KamAZ, where they plan to replace components for the K5 line, said that they still assembled more than a hundred such dump trucks.

The Ministry of Industry and Trade has published a draft amendment to the rules for issuing a subsidy, which actually relies on KamAZ. The document changed the performance indicators of the subsidy for 2022: instead of producing at least 300 units of tipper trucks with increased cabin space, the document now shows zero units. The plan for the production of 300 cars has shifted to 2023.

In 2022, 677 million rubles were allocated for the subsidy. The explanatory note to the project states that the subsidy was issued as part of the execution of the instructions of President Vladimir Putin dated February 12, 2016. It is also explained that, in accordance with a number of government resolutions adopted in the spring of 2022, “if it is impossible to achieve in 2022 the indicators necessary to achieve the results of the provision of subsidies, for independent of Russian organizations and individual entrepreneurs affected by the introduction of restrictive measures by foreign states, circumstances in connection with the introduction of restrictive measures by foreign states has the right to extend such periods? up to 24 months. Thus, “in order to effectively use the subsidy”, it is necessary to make changes “in terms of including units of trucks that cannot be produced in 2022 to the number of trucks that should be produced in 2023.”

KamAZ said that in the resolution “target indicators are specified every year”: “This year, the K5 dump truck. We will meet this target.” The first dump truck of the new K5 KamAZ-6595 family was produced back in 2020, but serial production was scheduled for early 2022, and, according to the company, such vehicles were produced and sold in the amount of more than 100 units. Therefore, production volumes are already above zero, KamAZ told Kommersant, without specifying whether such cars are currently being produced.

Trucks of the K4 and K5 generations use the cab of the German concern Daimler. Daimler Truck has suspended work in the Russian Federation since February 27 amid military operations in Ukraine. Daimler in the Russian Federation has a joint venture with Kamaz, Daimler Kamaz Rus, and 15% in the Russian concern.

Against the background of the suspension of activities, KamAZ had difficulties with the production of trucks of modern generations, however, as the president of the concern, Sergey Kogogin, said in June, the company did not stop producing them: “We are trying to find somewhere in other countries. Of course, this is an increase in prices, an increase in logistics costs and everything else. Anyway, we will eventually make several thousand K4-K5 machines. But not 16 thousand, but 3-5 thousand. This is painful for us, since expensive cars formed the main cash flow.”

Dmitry Babansky from SBS Consulting notes that the prospects for the production of K5 generation cars depend precisely on the ability to search for components and their integration into the car, as well as intellectual rights to the line.
