The Institute of the Ministry of Labor proposed reinstating returning IT specialists to their positions

In Russia, they can create a support program for IT specialists who have returned to their homeland in order to solve the problem of a shortage of IT specialists. For example, they can be reinstated in their jobs or find a new one for them, as well as provide temporary housing and financial benefits. Such an initiative is contained in an article in the latest issue of the journal of the All-Russian Scientific Research Institute of Labor (.pdf). The newspaper drew attention to her “News”.

According to the authors of the article, additional benefits will contribute to the return of some of the emigrated IT specialists, but will not significantly reduce the personnel shortage. Experts note that more budget places in IT areas should also be created.

Among the measures, the authors suggest restoring returning relocants to work or helping them find a new place. It is also proposed to provide returning relocants with psychological assistance, temporary housing and material benefits.

The authors of the study also suggest attracting talented IT specialists from other countries. To do this, it is necessary to develop programs to comprehensively facilitate the adaptation of immigrants and their access to work in the industry.

Among other measures, it is proposed to create more favorable conditions for work in the IT field: support start-ups and invest in innovative projects; improve working conditions in companies at the corporate level, including increasing salaries and providing benefits.

The authors of the article also provided a graph for the share of IT specialists in the total number of employees. In 2021 in Russia this figure was 2.4%; among other countries it is among the outsiders (33rd place out of 34 countries). Greece, Romania, Serbia and Slovenia have more IT specialists than Russia. Sweden and Finland are in first place in this indicator.
