The head of the Ministry of Digital Development, Maksut Shadayev, approved the initiative to create cyber troops and expressed hope that the Ministry of Defense will consider this issue. At the same time, he emphasized that the creation of such special forces should not be affected by the failure to provide a deferment from military service for specialists from accredited IT companies.
“According to the plans to create cyber troops, in this sense I definitely support them. We just need to make a decision so that it doesn’t involve a postponement. Now the contract service is working, people go and sign contracts. If in this form, then perhaps we can discuss going and concluding an agreement in the special forces related to cyber support. I hope that the Ministry of Defense is actively studying this issue,” said Mr. Shadayev at the CNews forum (quoted by Interfax).
Maksut Shadayev recalled that now a deferment from conscription service is provided to citizens under the age of 30 working in accredited IT companies. “We recently made changes to the decree, as soon as we raised the conscription age, we also did this for employees of IT companies. This measure works, but there are incidents that we resolve manually,” he noted.
In June, the idea of creating Russian cyber troops was voiced by Anton Gorelkin, deputy head of the State Duma Committee on Information Policy. He pointed out that the formation of a full-fledged unit of cyber troops within the structure of the Russian Guard is a necessity in the conditions of information warfare.
List of 195 specialties in the field of IT and communications for which a deferment from mobilization was recommended, Ministry of Digital Development published in September 2022. In addition to IT specialists, employees of Russian telecom operators, systemically important registered media, organizations ensuring the stability of the financial market, as well as employees of defense industry enterprises received the right to receive a deferment.
