The head of Russian Railways Belozerov commented on the case with the cat Twix – Kommersant

General Director of Russian Railways Oleg Belozerov commented on the incident with the cat Twix thrown out of a train in Kirov. He called the incident “force majeure.” According to him, the cat’s owner had to monitor his pet, and the actions of the handler “had to be somehow regulated.”
“The cat should have been in a closed carrier and should not have come out. The owner should have kept a close eye on this. Well, at least respond to such things. Probably, actions regarding planting should also have been regulated somehow,” Mr. Belozerov told reporters (a video of his response was published SHOT).
The head of Russian Railways also answered the question of whose side—the conductor or the cat owner—is his personal sympathy. “I have two dogs and one cat at home. And, frankly, I can’t imagine, knowing my animals, that an animal in a different environment, not a home one, would be left without control,” he said.
He also noted that such situations should be regulated at the system level. “The world is changing, and the attitude towards pets should be favorable and very seriously regulated. This is what I consider important,” concluded Mr. Belozerov. When asked by a journalist whether Twix owners could be given another cat as compensation, Oleg Belozerov did not give an exact answer.
The incident with the cat Twix occurred on January 11. Twix was traveling with his owner’s relative on the Yekaterinburg-St. Petersburg train and at some point got out of the carrier. The conductor decided that the cat was a stray and threw him out of the carriage into the 30-degree frost. On January 20, Twix’s body was found in the snow near the railroad tracks. On January 23, Russian Railways temporarily suspended the conductor from working on passenger trains. The cat’s owner contacted the police, but they refused to initiate a criminal case under the article on arbitrariness (Article 330 of the Criminal Code of the Russian Federation) due to the lack of corpus delicti.
