The Governor of the Krasnodar Territory Veniamin Kondratiev, as well as the heads of the Rostov Region and the Stavropol Territory Vasily Golubev and Vladimir Vladimirov, appealed to Russian President Vladimir Putin with a request to limit the participation of foreign traders in Russian agricultural enterprises. According to the heads of the regions, the export of grain from the country should be taken under state control.
“We took the initiative with our fellow governors to limit the share of foreign traders in the agro-industrial complex,” Mr. Kondratiev wrote in his Telegram. The governor believes that foreign companies are “pumping out” grain from Russia through the “shadow links of the chain.”
The head of Krasnodar attached to his publication a link to a film about grain exports, which contains fragments of a letter addressed to Vladimir Putin by the mentioned governors with calls to limit the indirect and direct participation of non-residents in the agro-industrial complex.
“Today, the companies that are behind these traders are foreign companies, it is profitable for them to take them out in the shadow market segment, and then sell them to African and Asian countries. We appealed to the president to stop this shadow component of the export of wheat and the Kuban, and in general Russian wheat, ”Mr. Kondratyev explained the motivation for writing the letter.
According to the Governor of the Stavropol Territory, about 70% of agricultural products from the region are traded by foreign companies that do not invest in the development of the Russian agro-industrial complex.
As noted in a review by the Sovecon analytical center, in December 2022, Russia can export 4-4.2 million tons of wheat, which is comparable to the record levels of December 2017. At the same time, market participants note delays in the export of grain due to worsening weather in the southern regions of Russia.
