The government wants to postpone compensation for deposits in Sberbank of the USSR until 2027

The Russian government introduced to the State Duma bill, proposing to postpone the decision on the issue of restoring and ensuring the safety of funds that citizens invested in the USSR Savings Bank before June 20, 1991, as well as in the organization of state insurance until January 1, 1992. It is proposed to postpone the resolution of the issue until January 1, 2027 due to the lack of sources of financial support.
The explanatory note clarifies that the bill proposes to postpone from January 1, 2026 to January 1, 2027 the entry into force of the law “On the basic cost of the necessary social package,” which provides for full compensation for deposits in Sberbank of the USSR and state insurance organizations. The law has been postponed by the State Duma every year since 2003.
According to the explanatory note to the bill, the entry into force of the law on compensation of deposits in 2024 would cost the budget 61.8 trillion rubles, in 2025 – 64.2 trillion rubles, in 2026 – 66.8 trillion rubles.
