The government supported the right of Roskomnadzor to block copies of pirated sites

The government supported the bill on transferring to Roskomnadzor (RKN) the powers of the Ministry of Digital Development to make decisions on blocking “mirrors” (copies of already blocked pirate sites), but indicated the need to finalize it taking into account comments. TASS got acquainted with the draft government recall.

Draft law on transferring to Roskomnadzor the powers to block “mirrors” of pirated sites was introduced to the State Duma in January. One of the authors of the document, deputy Alexander Khinshtein (United Russia), explained that the amendments will optimize the blocking process, reducing the procedure for restricting access to two days.

The government’s response indicates that information about reducing the blocking procedure to two days requires clarification, since the provisions of the bill provide for a reduction in time spent in interdepartmental interaction, and not the process of restricting access itself. In addition, the government believes that the notification, which, according to the amendments, Roskomnadzor will send to the owners of mirror sites, should include information about the reasoned decision to recognize the resource as a copy of the blocked site.

Now, when a copy of a pirated site is discovered on the Internet, information about this is sent to the Ministry of Digital Development. The agency must, within one day, make a decision to recognize the resource as a copy of the blocked site, and then notify the owner of the page and Roskomnadzor. Having received the decision of the Ministry of Digital Development, RKN is obliged to contact hosting providers, telecom operators and search engine operators within 24 hours to restrict access to the site.
