The Russian government has developed a bill that will allow the abolition of value added tax (VAT) for tour operators selling tourist packages in Russia. It is assumed that the norm will be valid for four and a half years, from January 1 of this year. This was announced by Prime Minister Mikhail Mishustin.
During the government meeting, Mr. Mishustin noted that Russia’s popularity is connected with its natural beauties, historical monuments and multinational culture. “Millions of citizens and guests from abroad strive to see all this every year. We expect that the decision will support the industry in the first place and attract even more tourists who choose to rest in our country,” he added (quoted from Telegramgovernment channel).
From July 1, 2022, zero VAT is valid for hotels and other tourist accommodation facilities under construction and already commissioned. However, this measure is also limited and will be in effect until June 30, 2027. According to the Ministry of Finance, zeroing the tax for hotels will cost the budget more than 400 billion rubles. for the entire period. The zero rate also applies to passenger rail transportation and flights between regions without connections in Moscow and the Moscow region.
