The government submitted a bill on VAT on apartments to the State Duma – Kommersant

The government proposed to return the value added tax (VAT) for the services of developers in the construction of apartments on the basis of an agreement on participation in shared construction. Corresponding bill was submitted to the State Duma today, May 31. VAT on apartments was abolished in Russia in 2010.
According to Art. 149 of the Tax Code, the services of developers provided on the basis of an agreement on participation in shared construction are exempt from VAT, with the exception of services during the construction of industrial facilities. The explanatory note to the draft law says that the list of exceptions includes the services of developers of premises intended for temporary residence (without the right to permanent registration). Also, the transfer of non-residential premises, including garages and parking spaces, which are part of apartment buildings, will be exempt from VAT.
The government is already contributed bill on VAT on apartments in April, but the document was eventually withdrawn. According to Kommersant, in 2022 the authorities will also discussed reduction of tax on income from the rental of apartments – from 6% to 4%.
