Government decided increase from 20% to 30% the down payment on a preferential mortgage, which is issued at a rate of 8% per annum for the purchase of housing in new buildings, the construction of a private house or the purchase of land. The maximum size of a preferential mortgage loan for all regions, including the capital, is now 6 million rubles. Previously, in Moscow, St. Petersburg, the Moscow and Leningrad regions, there was a limit of up to 12 million rubles.
The government also adjusted the parameters for the Far Eastern and Arctic mortgage, which is issued at 2% per annum to young families, employees of medical and educational organizations for the purchase of housing or for the construction of a house in the region. The maximum loan amount under this program has been increased from 6 to 9 million rubles. The decision was made on behalf of President Vladimir Putin.
On September 20, the government increased the down payment on all preferential mortgage programs from 15% to 20%. In October, the Central Bank proposed that the government raise the premium again in order to cool the housing loan market. Regulator claimed, that preferential mortgages were initially a “useful solution”, but due to the huge gap between the primary and secondary markets, it is irrational to continue to finance them. Vladimir Putin spoke for maintaining a 20% down payment on a family mortgage – it is issued at a rate of 6% per annum.
