The government has postponed the implementation of the norm on 100% recycling of released packaging until 2027

The government of the Russian Federation proposes to assign to the manufacturer the obligation to dispose of 100% of the released packaging from 2027, Deputy Prime Minister Victoria Abramchenko said. In 2022 in the Cabinet expected implement the standard from 2025. Before that, from 2022.

“We proposed to establish directly in the law the obligation to dispose of the entire volume of issued packaging from January 1, 2027 and introduced requirements for utilizers – the main performers of the ROP. This act is also essential for the municipal solid waste management industry,” the Deputy Prime Minister wrote in Telegram channel.

According to Ms. Abramchenko, the existing EPR tools have proven to be ineffective. The new mechanisms, the vice-premier is sure, will help reduce reporting and lower costs for core functions.

“We will see the development of self-utilization and optimization of our packaging solutions, reducing the cost of administration from the budget. And in combination with other measures taken by the government, the new ROP will make it possible to switch to a circular economy by 2030, having achieved a 2-fold reduction in the volume of MSW disposal, as well as sorting 100% of such waste,” Ms. Abramchenko summed up.

The government introduced the RBA in 2014. The recycling standard appeared in 2016–2017 and did not affect packaging. Reform of the mechanism of the Cabinet of Ministers began in 2019.

The new concept was approved at the end of 2020. She set standards for the disposal of 100% of packaging, as well as a gradual increase in the standard for the disposal of other goods. In 2021 the government postponed introduction of new rules for the year. In 2022 – until 2025 (after replicas Vladimir Putin).
