The government has expanded the preferential mortgage program for IT specialists

Prime Minister Mikhail Mishustin announced the expansion by the government of the possibility of obtaining preferential mortgages for IT specialists. Now it will be available to employees from 18 to 50 years old of all accredited companies. The rate will remain the same – up to 5% per annum.

“Wage requirements are also being softened, and not only income from the main place of work, but also part-time work will be taken into account,” Mr. Mishustin said at a meeting with his deputies.

Deputy Prime Minister Dmitry Chernyshenko said that in 2022-2024, more than 50,000 IT specialists will be able to receive preferential mortgages in the amount of about 240 billion rubles. He said that the government has simplified the rules for obtaining preferential mortgages:

• it can be obtained by employees of all accredited IT companies;
• wage requirements are softened: for Moscow, the minimum level of 150 thousand rubles remains. (before deducting personal income tax), in million-plus cities – 120 thousand rubles, in other regions – from 70 thousand rubles;
• monthly income will be determined based on the place of work specified in the employment contract (it can be both the head office of the company and the regional branch);
• you need to work in an accredited IT company after applying for a loan for at least 5 years;
• if an employee leaves, the preferential rate will remain for six months (instead of three, as was the case before).

In July 2022, the Russian government, at the suggestion of the Ministry of Digital Development, softened the terms of preferential mortgages for employees of an IT company. Deputy Chairman of the State Duma Committee on Information Policy Anton Gorelkin (United Russia) offered extend the preferential mortgage program to IT-specialists who were relocated from the Russian Federation by foreign employers and who then fell under layoffs.
