The government explained the decline in the indicators of the “road map” for the development of AI in the Russian Federation by changing the calculation methods

Decrease in the predicted volume of the market of artificial intelligence (AI) in Russia from 160.1 billion rubles. As explained in the ministry, in the old version of the road map, when calculating the predicted indicator of market volume, the total volume of the Russian AI solutions market, which includes solutions from large AI developers, industry companies, as well as startups, was taken into account. In turn, in the new version of the document, this indicator is calculated without taking into account the revenue of large developers of solutions in the field of artificial intelligence and industry companies.

In addition, the Ministry of Economic Development announced that the reduction in the volume of budget financing for the development of AI in Russia from 56.8 billion rubles. (until 2024) up to 24.6 billion rubles. (also until 2024) is due to the fact that “the development of AI cannot be fully centralized within the framework of one federal project, one road map, as was previously envisaged.” In this regard, the formation and implementation of AI products, they say in the ministry, are enshrined not only in the “road map” “Development of the high-tech direction “Artificial Intelligence” (AI) for the period up to 2030″, but also in other “road maps”, departmental digital transformation programs, digital transformation strategies for industries and constituent entities of the Russian Federation.

In turn, remind the Ministry of Economic Development, the estimated amount of extrabudgetary funding presented in the “road map” “Neurotechnologies and artificial intelligence” in 2019, amounted to 334.9 billion rubles. Such an assessment, they say in the Ministry of Economic Development, “was of an estimated nature based on the results of analytical studies of the market as a whole, and extrabudgetary financing itself included all the costs for the development of the technology of all market participants, while in the new road map the volume of expected extrabudgetary funding amounted to 112.6 billion rub. And the new roadmap itself contains specific activities, indicators and obligations, including financial ones, responsible for their implementation.”
