The government has recognized the use of virtual mobile numbers (DEF numbers) as a threat to security in communications and the Internet. From September 2024, it is planned to block services for issuing such numbers. TASS reports this with reference to the relevant resolution.

The document makes changes to the rules for centralized management of the public communications network. According to the resolution, the list of threats in this area was supplemented with a clause on providing access to online resources and instant messengers to users without identifying them.

Now, to register on social networks and instant messengers, Russian users must provide a mobile phone number. However, when registering, attackers use virtual DEF numbers that belong to foreign telecom operators and are not linked to personal data.

Roskomnadzor proposed using equipment installed at providers within the framework of the law on sovereign RuNet to limit access to anonymization tools. The agency separately included services for using virtual phone numbers as such.
