Yesterday, September 12, the Ministry of Finance published OFZ placement auction schedule for the third quarter of 2022. Auctions will be held on September 14, 21 and 28 for the first time since the start of the military operation. The planned volume of placement will be 40 billion rubles.
The department last placed federal loan bonds on February 9, 2022. According to Deputy Finance Minister Timur Maksimov, the driving force behind the long-term OFZ market was foreign investors. According to him, Russian investors will not be able to take over their volume due to Western sanctions.
From January to March 2022, the Ministry of Finance planned to offer OFZs worth 700 billion rubles at auctions. As a result of three auction days in January and February, government bonds were placed for a total of 128.1 billion rubles. Thus, the plan to attract the market in the first quarter was fulfilled by 18.3%.
