The Federation Council Committee on Economic Policy has developed a bill that introduces a moratorium on administrative penalties for showing foreign films without a distribution certificate in 2023. This was reported by TASS with reference to a copy of the document sent for recall to the government and presidential aide Maxim Oreshkin.
Now for renting a film without a certificate for legal entities, a fine of 50 to 100 thousand rubles is provided. In case of repeated violation, a fine of 100,000 to 200,000 rubles is imposed, or an administrative suspension of work for up to 90 days.
In September, a Just Russia deputy Dmitry Kuznetsov introduced to the State Duma a draft law on compulsory licensing of foreign objects of copyright. According to the document, Russian companies through the courts will be able to obtain licenses for “film works, computer programs, music collections, literary and other works” of copyright holders from “unfriendly” countries.
