The Ministry of Economy will not extend the delay in the fulfillment of obligations to customers on covid tours for 2023, reports “News” with reference to departmental sources. The deferment was valid for 2.5 years – from July 2020. According to the newspaper, this decision came as a surprise to tour operators.

In December 2022, the State Duma approved an amendment allowing the government to extend Decree No. 1073 on deferring tour operators’ obligations until 2023. However, the Ministry of Economy did not extend it.

According to Izvestia, the government estimates the amount of unpaid debts by tour operators at 1.5 billion rubles, while representatives of the tourism business estimate it at 4-6 billion rubles. The volume of obligations of tour operators to customers at the time of the closure of borders due to the pandemic amounted to 44 billion rubles.
