The Federation Council approved the law on taxi

Federation Council approved law, which regulates the operation of a taxi, establishes requirements for the external and internal appearance of the car and the driver. The document provides for the creation of special registers and introduces the concept of “passenger taxi”, “passenger taxi service”, “applicant”. According to the law, the taxi ordering service is obliged to provide the FSB with automated remote access to information systems and databases.
By law, taxis must have a contrasting design in the form of brightly colored squares arranged in a checkerboard pattern. An orange lamp must be installed on the roof of the car, information about the carrier and driver must be provided in the cabin: car number, name and contacts of the carrier, entry number in the regional taxi register, personal data of the driver.
People with an outstanding criminal record and the presence of more than three unpaid fines for traffic violations will not be able to drive a taxi. Individual entrepreneurs will be able to independently carry out transportation in a taxi if they have a permit. Self-employed people will need a permit and an agreement with a taxi aggregator.
Three regional taxi registries will also be created: a regional register of taxi ordering services, a regional register of passenger taxi carriers and a regional register of passenger taxis.
Moscow, St. Petersburg and Sevastopol, as well as the areas bordering them, will be able to set the minimum fare for the transportation of passengers and luggage by passenger taxis. Carriers will develop tariffs that take into account the time of day, days of the week, comfort class and other features.
