The Federation Council approved a law banning foreign messengers for the provision of public services

The Federation Council has approved a law that prohibits the use of foreign messengers to transfer banking information and information with personal data of Russians when providing public services or performing a government task.
Changes are made to law “On information, information technologies and information protection”. The law is expected to come into force on March 1, 2023. Roskomnadzor should compile a list of such foreign messengers and publish it on the official website.
Thus, it is prohibited to use foreign messengers to transfer payment documents or provide information containing personal data of Russians or data on money transfers. The law also applies to companies with state participation and financial institutions.
