The tax service’s request states that the data is collected in accordance with the provisions of the Law “On Currency Regulation and Currency Control” – it allows for verification of compliance by residents and non-residents with currency legislation. Vedomosti’s interlocutors explained that the Federal Tax Service has been receiving data on foreign accounts of Russians since 2018. However, previously the service did not require information about a residence permit in another country or second citizenship.
The situation with data exchange, as the publication writes, has recently become more complicated, as some countries have stopped providing Russia with financial information. The Federal Tax Service, as Vedomosti’s interlocutors clarified, this data was required due to the relocation of some Russians in 2022 – some of them continue to conduct business, manage property or work remotely in Russia. According to the law, if a person lives outside the country for more than 183 days a year, he ceases to be a tax resident.
In July 2023, the State Duma adopted a law on taxes for relocants. From January 1, 2024, the personal income tax rate for them will be 13% or 15%, the same as for residents. In 2025, the norm will apply to freelance relocants.
