Energy Minister Nikolai Shulginov told reporters that the decision to ease the embargo on the export of petroleum products depends, among other things, on the production performance of oil refineries (ORPs), and not just on the prices of petroleum products. According to him, the department is monitoring the situation in order to identify changes in the work of the refinery after the embargo was introduced.

“We are monitoring the situation on a daily basis. We monitor not only the cost of petroleum products, but also the production indicators at the refineries themselves,” said Mr. Shulginov (quoted by Interfax).

He also recalled the instructions of Deputy Prime Minister Alexander Novak to oil companies, according to which they should pay attention to increasing the volume of production of winter fuels. “We are working within the framework of this instruction. Companies are in the process of increasing winter fuel reserves,” noted Nikolay Shulginov.

Today, October 19, Alexander Novak saidthat Russia does not yet plan to ease restrictions on diesel fuel exports. Mr. Novak also noted that if problems arise due to current restrictions, they will be considered by the Ministry of Energy.

From September 21 the government introduced temporary restrictions on the export of gasoline and diesel. On October 6, the government adopted a set of measures to ensure balance in the domestic petroleum products market. In particular, the ban on the export of diesel fuel was partially lifted. Companies were allowed to supply fuel abroad, but only through pipelines to seaports for producers and not more than half of the total output. In addition, from October 1 there was restored fuel damper, lowered from September from 1 to 0.5.
