The Duma of Kolyma did not agree with the bill on the second stage of the distribution of fish investment quotas

The Council of the Magadan Regional Duma gave a negative opinion on the federal bill on the second stage of the distribution of fish investment quotas, the press service of the representative body reported today, October 11. The deputies have already sent their position, supported by the executive power and industry business of the region, to the State Duma. According to speaker Sergei Abramov, Kolyma deputies not satisfied the mechanism for allocating fishing quotas specified in the draft law. They proposed to first analyze the results of the first stage, and postpone the draft of the second for the time being.
The second stage in the federal bill is to allocate 50% of quotas for the harvest of certain types of crabs in a number of fishing areas, 100% of quotas for the harvest of mollusks and other aquatic invertebrates, 24% of quotas for fisheries in the Far East. Magadan authorities believe that the adoption of the law will entail the redistribution of “44% of the total allowable catch of fish, as well as 100% of the catch of crabs, molluscs and other invertebrates.”
The report notes that as a result, the supply of raw materials to the fishing companies of Magadan will decrease, enterprises will not be able to participate in investment projects, all resources will go to larger competitors, a number of companies will go bankrupt. In terms of the market value of products, losses, according to preliminary estimates, will amount to more than 7 billion rubles, and due to underutilization of production capacities, the number of jobs will be reduced by 300. In addition, according to preliminary calculations, budget revenues of the Magadan Region coming from the activities of fishery enterprises will decrease by more than 40%. Mr. Abramov spoke about this earlier at a meeting of the All-Russian Association of Fisheries.
Instead of introducing the second stage, the Kolyma Regional Duma proposes to increase the rates of fees for the use of aquatic biological resources in order to increase budget revenues. It is also proposed to oblige mining companies (we are talking about those that have caught 1,000 tons of crab or more in five years) to build crab fishing vessels at domestic shipyards.
