The Duma approved in the first reading fines for taxi aggregators

The deputies of the State Duma adopted in the first reading the proposal submitted back in 2019. billwhich introduces fines for violating work procedures by aggregators, in particular, for transferring orders to drivers who do not have the right to do so.

In accordance with the bill that passed the first reading, the fine for violating the procedure for processing information on ordering a passenger taxi will be 1,000-3,000 rubles. for individuals, 3000-5000 rubles. for officials and 5,000-10,000 rubles. for legal entities. The transfer of an order for a trip to drivers who have not received permission for this will entail a fine of 1000-3000 rubles. for individuals and already 100,000 – 200,000 rubles. for companies. In case of repeated violation within a year, the maximum fine for legal entities increases to 500,000 rubles.

Non-posting by a taxi aggregator on its website of the information required by law is punishable by a fine of 10,000 – 20,000 rubles for legal entities, 1000-3000 rubles. for individuals and 5,000 – 10,000 rubles. for officials.

A fine for carrying out activities by a taxi ordering service without filing a notice of the beginning of such activities, or for submitting incomplete / inaccurate information will be punished by a fine of 20,000 rubles. – 50,000 rubles. for individual entrepreneurs and 50,000 – 100,000 rubles. for legal entities.

“Inspections and protocols will be carried out and drawn up by police officers, as well as persons authorized by the relevant services in the regions. The courts will consider the claims and make an appropriate decision on fines,” Anton Getta, deputy chairman of the Committee for the Protection of Competition, commented on the bill. According to him, the initiative will create clear rules for the aggregators themselves and protect the interests of passengers.

At the end of last year, Russian President Vladimir Putin signed law governing the operation of taxis in the country. The document contains norms relating to the requirements for a taxi driver, as well as to the external and internal appearance of the car. In particular, a person who has more than three unpaid fines for violating traffic rules, has received an administrative arrest for violating traffic rules, or who has been repeatedly deprived of his license within one year cannot work as a taxi driver.

In addition, the car must have a color scheme on the body, which is a “composition of squares of a contrasting color arranged in a checkerboard pattern” (“checkers”). It is proposed to install an orange lamp on the roof of the car. In addition, there should be information about the driver in the cabin.

The law also includes the creation of a register of taxi ordering services, carriers of passenger taxis and passenger taxis, as well as a federal information system that will collect and store data from three registries.
