The Duma adopted a law on fines for violations in the production of beer and cider

State Duma deputies adopted in the second and third readings lawwhich introduces fines for violating the requirements for the production and circulation of beer and beer drinks, cider, poiret, mead, etc.

The bill was introduced by Deputy Ildar Gilmutdinov (United Russia) back in 2021, but it only passed its first reading in April of this year.

The document introduces a new article into the Code of Administrative Offenses, according to which violation of the requirements for the production and (or) circulation of the above drinks will threaten legal entities with fines in the amount of 100,000–150,000 rubles. with possible confiscation of products, equipment and raw materials. In case of gross violations, the amount of the fine increases to 150,000–200,000 rubles, and the manufacturer will face a suspension of activities for up to thirty days.

The production of such drinks without being included in the relevant register threatens officials with a fine of 35,000–50,000 rubles, and legal entities with a fine of 200,000–300,000 rubles. with possible confiscation of products, equipment and raw materials, as well as suspension of activities for up to 60 days.

In early June, mass poisoning with surrogate alcohol occurred in several regions of Russia. The reason was alcohol brand “Mr. Cider”, which was produced in the Samara region. The Investigative Committee of the Russian Federation reported that in the course of a chemical forensic examination, impurities of methanol and ethyl butyrate were detected in the seized cider in proportions dangerous to humans. More than 100 people were poisoned from drinking the drink, 36 of them died.

The Ministry of Industry and Trade later announced the preparation of a draft law on the introduction of state regulation of the production and circulation of methyl alcohol (methanol) in the country. They clarified that the document provides for the introduction of new mandatory requirements for the turnover of methanol, which will limit the list of participants in the market for the production and turnover of methyl alcohol, excluding its uncontrolled turnover.
