The Russians owe 876.4 billion rubles for housing and communal services. according to the results of the first quarter of 2023, Rosstat reported “Izvestia”. During the year, the indicator increased by 72 billion rubles. (in 2022, the indicator increased by 56.6 billion rubles). Debts to resource-supplying organizations increased by 15.8%, to management companies – by 1.2%.
Prime Minister Mikhail Mishustin said in November 2022 that housing and communal services enterprises are “prevented from developing and modernizing equipment” by accumulated debts to resource supply organizations. The total amount of debt at that time, taking into account the debts of enterprises, was estimated at 1.4 trillion rubles. The Ministry of Construction considers most of the debts to be irrecoverable – many of them have been accumulated, for example, by already non-existent enterprises.
